The boulevard only has one buildable side
Biscayne Boulevard is the spine of this market, and almost nothing on its bay side belongs to a developer. Bayfront Park takes 32 acres at 301 Biscayne. Maurice A. Ferre Park takes another 21 at 1075, with the Perez Art Museum and the Frost Museum of Science sitting in it. Between and around them are Bayside Marketplace, the Kaseya Center and the ramps up to PortMiami. The waterfront here is public land, and it is going to stay public land.
That one fact does more work than any amenity list. A tower on the west side of Biscayne Boulevard is not a waterfront building; it looks across a park to the water. But because the park is city property rather than a development site, the view over it is not sitting on somebody else's air rights, waiting. Anyone who has watched a new tower rise in front of an older one somewhere else in Miami tends to grasp the difference in about four seconds.
There is one exception, and it is at the south end. Aston Martin Residences at 300 Biscayne Boulevard Way stands where the Miami River empties into the bay, with dockage of its own. It is the single downtown address where the water is the property line rather than the view.
Twenty-seven acres of brand-new ground floor
Miami Worldcenter is a ten-block, 27-acre redevelopment sitting west of Biscayne Boulevard and east of I-95, built out by Miami Worldcenter Associates with CIM Group at a published cost of roughly $6 billion. Its retail spine opened in 2025: 300,000 square feet of shops and restaurants at street level, wrapped around World Square, a 20,000-square-foot public plaza.
What that bought the neighbourhood is a ground floor, which downtown had been missing for forty years. Apple, Sephora, Lululemon, Ray-Ban, Free People and Posman Books trade at sidewalk level. Maple & Ash, Brasserie Laurel, Earls Kitchen + Bar and Sixty Vines are open; Serafina and Juvia are announced. Lucky Strike Bowling sits under a residential tower.
The master developer publishes a plan for sixteen towers inside the district, roughly 11,000 residences and more than a thousand hotel rooms. Paramount came out of the ground first, in 2019. The Crosby's units reached the tax roll with a 2025 year built. Several blocks are still crane and formwork. Any honest page about a Worldcenter building should say which of the surrounding blocks are finished and which are not, because the answer is visible from the balcony.
Miami's short-stay capital
Here is the part most buyers do not see coming. Across most of Miami-Dade, a condominium you can rent by the night is an oddity. In Downtown Miami and Park West it is close to a building type. The Elser at 398 NE 5th Street was purpose-built for it. Natiivo at 601 NE 1st Avenue wraps 448 residences around a 240-key GALE hotel in one Arquitectonica tower. Okan Tower publishes 236 Hilton-managed condo-hotel residences above a 316-key Hilton. Both E11EVEN towers on NE 11th Street are being marketed the same way.
The mechanism is worth understanding, because it is two locks rather than one. The City of Miami treats short-term rental as a lodging use, so the parcel has to sit in a district where lodging is permitted under Miami 21, and the building has to hold the certificates that go with it. Separately, the condominium's own recorded declaration has to allow it, and the association has to certify that it does. A tower one block away can fail either test.
Which means "downtown allows short-term rentals" is not a true sentence, and neither is its opposite. It is a building-by-building fact, sometimes a line-by-line fact inside the declaration, and on this corridor it is frequently the most valuable single thing about a specific address. Ask about the declaration before you ask about the countertops.
Three districts wearing one name
Downtown Miami is a label stretched over three quite different places. The Central Business District runs from the Miami River up to about NE 5th Street: office towers, the courts, the Freedom Tower at 600 Biscayne, and the earlier condominium stock around 300 South Biscayne Boulevard.
Park West picks up north of that and runs to roughly NE 11th Street. It holds Miami Worldcenter, the Kaseya Center at 601 Biscayne, and the NE 11th Street block where Club Space and E11EVEN operate. Almost all of the current construction is here, which is both the appeal and the caveat.
The Arts & Entertainment District runs from about NE 13th Street to the I-395 flyover, organised around the Adrienne Arsht Center at 1300 Biscayne. It is the settled end. The towers there face parkland rather than scaffolding: 900 Biscayne Bay (roll year built 2008), One Thousand Museum (2019), Ten Museum Park at 1040 Biscayne (2007) and the Marquis at 1100 Biscayne (2009).
Ten blocks is a real walk in August. The Metromover turns it into a five-minute ride, free, which is why so many buildings here sell on the station at the corner rather than the garage underneath.
What the roll says, and what the brochure says
We check every building against the Miami-Dade County Property Appraiser's roll, and downtown is where that habit pays for itself. The Crosby is sold as 698 NE 1st Avenue. The Property Appraiser records all 450 of its residential folios at 11 NE 6th Street, year built 2025. Both are true. Only one of them will match a title search.
Unit counts drift as well, usually because the roll counts folios and the developer counts homes. Aston Martin Residences shows 392 residential folios against 391 published residences. Paramount Miami Worldcenter shows 567 against a published 569. One Thousand Museum shows 84 against a marketed 83. 900 Biscayne Bay shows 508 against 516. The Elser is the rare exact match, 646 and 646.
And for the towers still rising, the roll offers nothing at all. The Waldorf Astoria site at 300 Biscayne Boulevard, the E11EVEN parcels on NE 11th Street, Okan's block on North Miami Avenue: each is still carried as vacant commercial land with no year built. Every height, floor count and residence count attached to those buildings is the developer's figure, and we will name the developer every time we use one.
